I found a place where you can find free ISP numbers. All you need is an account at dchelp.dcemulation.com Then go to http://dchelp.dcemulation.com/phpbb/ click "Internet services" and select current free ISP list. Turn on the DC. Press start and select options. Enter the username and password shown on the website. (msn works best.) Enter the access numbers for your area code. put something for your name, and leave the DNS things to 0 for all. Select ok. The only thing to do here is to set dial to tone, dial area code off, and turn on blind dial. Select ok again. Turn the proxy setting off. leave the other stuff blank. Select ok yet again. Save and connect. Wait a few minutes, it takes time. If it doesn't work, try the other MSN ones and access numbers. Hope this guide was helpful!

They are not built in. But you can get one on eBay. Type in Dreamcast web browser.
