Dreamcast SA1:-
The female names are the Silver Chao group from Sonic adventure- they all sleep at the start of the race to give you a chance.
The elite names are of the Gold Chao who are all 999 in every ability (remember that 999 is the maximum for SA1).
That is right, you've got to also have a 999 Chao and luck to beat them. But they can be beaten easily with a baby Chao that has 999 in every ability. Because baby Chao always run at full steam, unlike the adult Chao, that slow down sometimes in the races.
