This is about 'unevolved' Chao
Pet it 20 times with Sonic for a baby angel or 20 with Shadow for a baby dark Chao.
If you reverse the side and pet 20 times, you will get your neutral Chao- or you can use both Hero/Dark side to keep the Chao blue- It won't stay blue with Chaos drives though. So you need to pet it 20 times either side to make sure that it stays Neutral.

Its not that hard, try it. I Bet you already knew this, Right, Gigazubyte? but someone else asked how to get a Neutral Chao so I answered their question.

For example, the minimum stats a chao must have in each life to reach perfect stats. It's not straight thirty either. You can cut corners on the first two lives.

Or throw it fifteen times to change its alignment
