I am not a liar otherwise I would not have known the following tricks:

To level up your Chao to the max, you've simply got to (Save game before you do this)
Grab an animal give it to Chao and when it levels up, if it does not level up enough, reset and try again. Try to get a +30 each time, if not reset and try again. If it reincarnates it will have 10% of its stats when it dies.
You just gotta simply keep doing this till you get 3266.
