The percfect Chao is an all SSSSS Chao with level 99 in each Stat and all abilities above 3000.
Including intelligence- The faster your Chao thinks at a Jack-In-The-Box at a race that is more intelligent it is. A Chao is born with an IQ which cannot be changed, however,
It can be inherited. If two Chao mate, their ranks will be passed onto their offspring randomly Chosen from its two parents that mated, and there is a possibility of it having its granparents' and ancestors' ranks. Intelligence is also inherited in the same way, as so are the facial looks,
and colour of the Chao- If you bought an egg from the Black market/ a jewel egg from the GBA

It's you can get one with all abilities over 3100. Furthermore, you've forgotten the luck stat which affects whether the jack in the box strikes or not. Both it and intelligence CAN be reaised via Gold (for luck) class animals and Blue (for intelligence) class animals, although personality sets a cap on how high each can reach. Also, Faces are random, not inherited.

Dragon, Unicorn, Phoenix. You'll notice that ghost and legendary add stats but don't take any away. Blue is the only other class that does that, and I think it includes Sheep, Skunks, and Racoons, but it's been so long since I checked I couldn't swear to it.

Well now you're going to have to list all the animals and possible locations for legendarys. I can find dragons and unicorns, but a phoenix?I've never once saw one, and i got to about 100 emblems before i stopped playing sonic and started playing only with chao.

Nope not only 3000. The full level of stats a Chao can go to without cheating is 3266.
I own 88 Chao in total. One of them has full luck, intelligence and runs faster than a normal 3000 stat Chao would because he has got 9999 in every ability including Intelligence + Luck- he is Virtually never struck down with a Jack-In-The-Box
I named him Chaclon (The Chao who I made through Cheating)
And there is the Angel Chao that I have that has been maxed-out to 3266 without cheating.
I challenge you to battle with my Angel- your Chao will be in tears!
