Or you could just feed them both a heart fruit, let one get a ring of flowers, and if the other is right in front of it they should do the vertical chao.
If not, then feed them both the froots and then pick one up, and place it facing eye to eye with the other chao. Keep picking it up and putting it down untill it has a heart over it's head and walks to the one with flours arround it. If that don't work i dunno what to tell you.
