How do we make a chaos chao i gave him 21 animals and a chao fruit ( Coccoon 2 times) and he didn't evolve!!!!!!!!!!!!!!!!!!!!!!!

it won't work then. You have to do it between birth and the blue cocoon or you'll have to start over.
