No... There is one person on Scottopia, since he does not have a slave to count as three-fifths. Well that I know of.
EDIT: Unless he is his own slave and counts himself as three-fifths, but that would actually make the point of the three-fifths compromise useless because erm he handles his own money and stuff I think @_@
EDIT AGAIN: Or unless you come in and enslave him. Now that would make it one and three-fifths... if you actually decide to do go with that.
