Well, you need to give the chao lots of fruits and chaos drives, animals, and have patience. Oh, and you have to stay in the garden for a long time.

I know how to evolve a chao in sonic adventure
DX. Give the chao dark and hero fruits from the black
market. It might take a lot of fruits, and a lot of money
but it is worth it.
