Why can't I get a chaos chao?

Heres what I'm doing:
1.I buy a maximum amount of fruit.
2.leave it in the garden
3.Repeat the process until some chao transforms (Evolves and reborns) twice.
4.Give that chao all 21 animals in no specific order
5.Give it 4 dark fruit from the black market.
6.Leave it on for an hour or 2 while I watch T.V.
7.I Check on the chao, he's usually dark but never Dark Chaos.

you dont have to give it dark fruit.

You need to give the Chao all 21 Animals when it has transformed (reincarnated) two times. So, when you go to the Health Center in the Chao Kindergarden, it should say (on the Medical Chart) 'Times Tranformed: 2'. Has your Chao transformed twice yet?

I have all 3 chaos chao. trying to make 2-toned chaos chao and a chaos 0 chao. Here's the list of all the animals:Otter

How about you try leaving the game on in the chao garden all night when you go to sleep? That would definitely give it time to grow some more..

I could, but it would freak me out if I woke up with it on. Plus, it might freeze. It hasn't so far, but I don't want to, really. He can, though.
