In SA2, City escape, 3rd Mission: Go through the level but do not find the chao, touch the Back Ring until you catch 999 rings, THEN find the chao.

Use an action replay to cheat and get 999 rings every time you beat the level.

Dig around Station Square with Knuckles. Eventually you can find a Magnetic Shield. Go inside the hotel, and jump on the button that makes the rings appear to let Sonic light dash. You'll get the closest ring, and because you're still on the button it will reset the ring constantly. Just leave him there for an hour or so. That way you can get max rings, then go in a level and beat it to get all the rings.
