There really isn't a "best chao" you can buy. the only difference is color. the coolest chao you can buy are jewel chao (specifically saphire, to my opinion) bought from the gba.

It depends on what colors you like. As far as the black market goes, the rarest might be a shiny black chao.

For looks, I'd say either the Dark Chaos chao, the Chaos 0 Chaos chao, and a cockroach chao, but that's IMO.
