Are these steps ok to make a chaos chao?:
1. Reincarnate a chao twice
2. Then give him one of each animal
3. Fallow these for the chaos chao that you want:
-Neutral Chaos Chao: Give it a Chao Fruit
-Dark Chaos Chao: Give it a Dark Chao Fruit
-Hero Chaos Chao: Give it a Hero Chao Fruit

Yes, but the fruit doesn't matter. To make it dark, pet it with a dark character. To make it neutral, pet it with both dark and hero characters. To make it a hero, pet it with a hero character.
