Either hack one with an Action Replay (bought at walmart, but can destroy your game/memory card/system) or use the PSO technique. Go onto Phantasy Star Online 1&2 (PSO) for the Gamecube, and find a wierd chao thing somewhere in the game. Transfer it to the Gameboy Advance, then transfer it back to the Gamecube in Sonic Adventure 2 Battle instead. It will then be a Tails chao.

I knew a page with instruccions for that, but i forgot the URL, but I remember where you can get some web pages of that-look for SONIC ADVENTURE 2 BATTLE or CHAO.
