To put on a helmet, first you have to find a skeleton dog in the action stage. I prefer to go to the stage Pumpkin Hill, because it's easy for me to find a skeleton dog there. Next, you give the skeleton dog to the chao that you want to wear the helmet. Giving the skeleton dog to a chao enables it to wear a helmet.
