What he said is to make them not like Sonic or Tails. To make them look like Sonic, give them as many green chaos drives as you can right after they are hatched, before they evolve into adults. You can also give them normal fruits (found originally in the garden) to speed up the process. Make sure that you do this evenly between Hero and Dark characters, so it stays nuetral. When it evolves into an adult, it will be a green Sonic chao with three spikes. Raise it with Sonic as much as possible to make its spikes develop. Keep giving it green chaos drives, and over time it will turn blue. To get a Tails chao you need Phantasy Star Online 1&2. You also need a Gameboy Advance and a Gameboy Advance/Gamecube connection cable. On Phantasy Star Online, there is a special area with some sort of chao thing (I don't have the game, so I'm not sure.) with question marks that you can transport to the GBA. Switch games with Sonic Adventure 2 Battle, and go to the chao garden. Go to the Chao Transporter, and choose "Pick Up" with your GBA/Gamecube connection cable connected to the GBA with the chao thing on it. When you bring it in, it will be a Tails chao.

I don't have the game, but i heard from other sources...
this is from chao-land.net...
"First off, beat the mission in PSO titled "The Fake in Yellow". When you've completed it, go into the Pioneer and then go back into the forest by means of the transporter. There will be a few Reg Rappies looking at some boxes. Destroy the boxes, and walk around there a bit. A Chao will appear and give you a key to access the Chao Transporter and get your Tails Chao. Stick around for a while and listen to the "Samba De Amigo" theme song. Then, go back into the Pioneer and go to the Chao Transporter. Turn on your GBA at this time. Go to "Download Garden" and you will get a Tails Chao in a Tiny Chao Garden. Shut off PSO (not the Game Boy) and insert your Sonic Adventure 2 Battle or Sonic Adventure DX Game Disc. Go into a Garden and choose 'Pick Up' to transfer the Tails Chao to the Gamecube."
