I don't have the game, but i heard from other sources...
this is from chao-land.net...
"First off, beat the mission in PSO titled "The Fake in Yellow". When you've completed it, go into the Pioneer and then go back into the forest by means of the transporter. There will be a few Reg Rappies looking at some boxes. Destroy the boxes, and walk around there a bit. A Chao will appear and give you a key to access the Chao Transporter and get your Tails Chao. Stick around for a while and listen to the "Samba De Amigo" theme song. Then, go back into the Pioneer and go to the Chao Transporter. Turn on your GBA at this time. Go to "Download Garden" and you will get a Tails Chao in a Tiny Chao Garden. Shut off PSO (not the Game Boy) and insert your Sonic Adventure 2 Battle or Sonic Adventure DX Game Disc. Go into a Garden and choose 'Pick Up' to transfer the Tails Chao to the Gamecube."
