Simple: Give it lots of chaos drives, food, animals, that whole deal. Then, wait a while. About 2-3 hours. By that time, your chao will go through it's first evolution.

It's a very common (Yet, very simple) question on these boards. Usually, this is the first place new-time chao breeders come, before their chao even reaches its first evolution. Don't mock people for asking questions that YOU find stupid.
