It depends on who raises the chao to get it to become a Dark or Hero Type. Rouge, Dr. Robotnik[Eggman], and Shadow all raise Dark Type chao. Tails, Sonic, and Knuckles all raise Hero Type. To get a nutral[normal], you must use both sides to raise the chao. It's not really that hard.
