Just give the chao lots of water dwelling animals[like seals, penguins, otters, etc.], or give it animals that increase it's water power[like peacoks, don't ask...]. If you just want it to look like a sepific type of water dweller, just give it that animal. You can also use chao drives, or parts that fall from the robots, to increse certin levels. For example, yellow drives increase swim.
